Foundation is Marshall Jefferson producing gospel house, the most soulful album the Chicago scene produced, 'That's the Way Love Is' and a whole record built on real vocal power. Ten City brought song and feeling to house at a moment when most of it stayed instrumental, and the garage vocal tradition descends from this. It ranks at a hundred and eighteen because it's a song album more than an innovation, but the songs are genuinely moving, and few house records have this much heart.
